The Situation
Jazan Industrial City, designated as a Special Economic Zone (SEZ), has experienced accelerated industrial and logistics growth. As tenant activity expanded, the need emerged for a centralized financial and administrative hub capable of supporting industrial operators, financial institutions, service providers, and government-related functions within the zone.
The absence of such a hub represented a structural gap affecting operational efficiency and institutional attractiveness.
Advisory Scope
Al Taiff for Development & Investment was engaged in a financial advisory and project structuring capacity to support the conceptualization and pre-execution structuring of the project, including:
- Preparation and validation of a feasibility study identifying tenant demand and functional requirements for a centralized hub
- Structuring advisory for the project as an institutional-grade real estate asset within the SEZ framework
- Positioning the project for EPC+F and PPP-based development models, including SPV structuring options
- Advisory support in identifying and engaging qualified EPC+F contractors and strategic investment partners with GCC experience
Outcome
The engagement resulted in improved investment readiness, clearer alignment between project scope and capital requirements, and enhanced preparedness for institutional review and due diligence.
Current Status
At the time of publication, the project has achieved agreement in principle and preliminary institutional alignment, but has not yet entered the execution phase. Advancement to construction and delivery remains subject to final approvals, contracting, financing arrangements, and formal project authorization.
